Hybrid Working

CARE International (CI) is one of the world’s leading multi-mandate aid agencies, fighting poverty and injustice in over 80 countries around the world and helping 65 million people each year to find routes out of poverty, with a specific focus on the empowerment of women and girls


Women’s Economic Justice is one of CARE’s six priority impact areas. The Women’s Economic Justice (WEJ) Strategy was developed in 2021 as part of CARE International’s 2030 Vision. The 2030 Vision puts gender equality and the specific rights of women and girls firmly at the centre. It also includes a focus on scaling and sustaining what works, strengthening our partnerships and amplifying local women leaders and movements.

The Global Women’s Economic Justice team (WEJ team), hosted by CARE Norway on behalf of the CARE International confederation, supports the achievement of the WEJ impact goal that “50 million women have more equitable access to and control over economic resources and opportunities” by 2030. To achieve an ambition on this scale requires CARE to continuously learn, improve and develop new approaches, tools, models and areas of programming.


CARE India is recruiting and hosting the Global WEJ MEAL Advisor and the role will therefore be based in India. Global WEJ MEAL Advisor will be part of CARE India’s Knowledge Management and Learning centre and will also be a key role as part of the WEJ team providing advice on MEAL within Women’s Economic Justice. The Global WEJ MEAL Advisor will therefore need to be comfortable with matrix management and able to work as part of multiple structures within the wider CARE International confederation.

JOB SUMMARY

CARE Norway lead the Women’s Economic Justice impact area on behalf of the CARE Confederation. The Global WEJ MEAL Advisor is a key role to support CARE to understand the impact of our work, learn from our projects and from the sector to ensure high quality programming that supports women across the world to claim their economic rights. To this end CARE is investing in bringing in technical expertise to generate and manage quality data, evidence and learning from women’s economic justice projects and programmes across CARE.

The role will require a good understanding and experience of emerging MEL trends, learning and accountability specifically within Women’s Economic Justice including financial inclusion, value chain development, dignified work, resilient markets and entrepreneurship. In addition knowledge and awareness of development approaches that promote gender equality and Women’s Economic Justice will be required.


The Global WEJ lead will need to develop ways of working with WEJ experts across CARE as well as establishing relationships with a variety of colleagues in CARE Country Offices, to provide them with guidance, systems and tools to facilitate high-quality MEAL. The role will not directly manage other staff and will be highly skilled in creating change, improvements and building capacity through effective collaboration with colleagues of different backgrounds and cultures.


ROLES AND RESPONSIBILITIES

  • Reach, Program Quality, Impact Measurement and Sensemaking from PIIRS data (35%) (Mainly August to Feb)
    • Lead the validation of all Women’s Economic Justice related data gathered in CARE’s Project and Program Information and Impact Reporting System (PIIRS).
    • In coordination with WEJ and PIIRs team, analyse data and produce annual reports, presentations and/or visuals, based on interests from different teams.
    • Organize and facilitate sensemaking sessions (at least 1 global and 1 for WEJ team): identifying and sharing key findings of the data and associated learnings.
    • Train the confederation in the use of the PIIRS WEJ indicators and other related CARE 2030 indicators including global advocacy and other impact at scale pathways
    • Lead the development and/or revision of MEL guidance and tools related to Women’s Economic Justice, particularly the guidance to measure WEJ core and supplementary indicators
    • Liaise and work with CARE’s global CI- MEL team.

    • Knowledge management, learning and sharing (35%) (ongoing)
      • Lead on the development of a learning and research plan for Women’s Economic Justice team, in line with Vision 2030 and agreed overall learning questions for Vision 2030.
      • Establish standard mechanisms for identifying best practices and evidence/impact across CARE’s Women’s Economic Justice work, beyond what is available in PIIRS.
      • Coordinate the maintenance of internal knowledge management systems such as CARE Shares and work together with the WEJ KM and communication colleagues to ensure that relevant WEJ programming information is stored in an accessible way, and is regularly updated.
      • Lead on the development of WEJ case-studies, tools and lessons learned on with one flagship report every 2 years.
      • Liaise and work with other CARE Knowledge Management focal points to establish capacity for Women’s Economic Justice learning across the Confederation and for keeping abreast of and engaged with KML innovations and networks across CARE.
      • Connect with knowledge institutes and external communities of practice, networks and platform to increase visibility of CARE’s knowledge and impact work and ensure CARE’s technical knowledge products are published on key external knowledge platforms.

      • Women’s Economic Justice programme design and implementation (30%)
        • Support staff responsible for designing WEJ bids/proposals with:
          • A summary of key elements that should be included in bids/proposals to ensure quality MEAL in WEJ programming
          • Training or guidance on tools, methodologies and approaches that are relevant for MEAL in WEJ and support quality programming
        • During WEJ programme implementation and on demand, provide remote and occasional in-country support on the review or implementation of their MEAL plans, particularly focused on development and use of qualitative and quantitative tools and methodologies that are key for MEAL in WEJ programming
        • Provide input, and in some cases in depth support, to the development of programme evaluations, following agreed CI standards or requirements. At times this may include managing relationships with evaluators and assignments when needed, or providing support with analysis and reporting.

        • WEJ Team membership
          • Contribute towards the development of the WEJ team annual workplans and develop an annual individual operating plan.
          • Participate in WEJ team and organisational meetings as required.
          • Contribute to developing the knowledge and skills linked with MEL in WEJ by actively sharing knowledge and experience with other relevant focal points.

QUALIFICATION & EXPERIENCE

Essential
  • Master’s degree in management/ development studies/ public policy/ equivalent field. A PhD in development issues/ policy and programmes/ equivalent field is desirable.
  • At least 10 years of proven/ documented experience in leading MEL/MEAL function
  • Strong experience of analyzing data, including both qualitative and quantitative methods, and experience with appropriate software

Preferred
  • Experience in government/ social sector/ development sector/ donor consulting. Private sector business consulting experience is desirable.
  • At least 5 years of the above experience in managing MEL for social sector/ development sector. Data driven policy making experience is desirable.
  • Deep understanding of and experience with large donor funded development projects.
  • Understanding of Indian & International social sector and relevant stakeholders. Experience in other similar geographies is desirable.

Job Summary

CEEW seeks to hire an experienced geospatial data consultant who will work with the mobility team to carry out extensive big data analysis with relevance to sustainable mobility. We are looking for someone with experience in capturing, storing, analysing and visualising spatial data using Geographic Information Systems (e.g., ArcGIS, QGIS) and data science. Candidate should be familiar with geospatial libraries such as GDAL and rasterio.

Responsibilities and Duties

  • Conduct analyses involving combination of multiple complex data layers, network analysis and detailed visualisation of the outputs. These data layers will include information on public transit, socio-economics of population, people movement, road-safety, pollution, congestion, land-use, and survey data.
  • Support development of predictive models/tools using ML and AI and thereby exposure to creating training datasets and deep learning models is a plus.
